Because it takes times to do meaningful investigations and surely any agency will be very careful before indicting a former President. There also is a general policy that the DOJ will not take actions that will interfere with elections. The midterms are coming, and will pass, just as the agencies will have had time to pull evidence together and to present it to grand juries.
Mark my words, after the midterms, Donald Trump WILL be indicted. It could be for inciting a riot on January 6, for trying to fix the outcome of the Georgia election, or for illegally having top secret documents and obstructing justice by denying their timely return.
He certainly could be indicted for all three, which would be three separate trials.
He also has the impending lawsuit brought against him and his company in New York, and he has a deposition coming regarding the rape of E. Jean Carroll.

Many people thought that Ford should not have made that deal. They thought that Nixon should have been charged, for the good of the country. Many people still think that. Rule of law.
