Nope. False doesn't necessarily mean moving forward. Once the runners are called to the set position no movement in the blocks is allowed. That means no rocking, no side to side, no head movement, and of course no forward movement. Any kind of movement is disallowed because that kind of movement can cause false starts from the other runners. There's no way a human starter can see a sprinter jumping in milliseconds -- one thousandths of a second. Only an electronic device can detect movement down to the millisecond.
Uh, no. A runner "wins" the race by catching a flyer and then after the race concludes it's announced he isn't the winner? Terrible faux pas and pretty disappointing for spectators.
Put a light behind the the blocks that lights up so the spectators know right away. That will tip them off that it won't count, much like a holding flag in football puts an asterisk on an impending pass.

I have an idea inspired by football. If one false starts, they have to move their blocks 1 meter back. That way, they still get to run but at a disadvantage.
