Because probably 1. most freshmen are cooked by the end of their season, 2. they're at home and not training for racing anymore, and 3. who pays that travel cost?
The football team pays for the cost, duh.
Tell a kid they can run at Jr Nats and he/she will gladly stick around. You probably wouldn’t do this with anyone expected to run top 7 in the fall, but it’s still a good PR chance for the school.
I think in a lot of cases schools will send qualified freshmen. It seems to me in recent years fewer freshmen meet the U20 age limits. Children are starting school a year later than they used to.
Some qualified freshmen don't want to do it. If you are not a first round or national qualifier you have to stick around a long time to practice (with no meets) or go into the meet very unprepared. Some just want to go home and start their summer.
I don't know of any programs who are not sending qualified freshmen that want to go. I am sure they out there, but most DI schools will send their qualifiers.
Arizona, USC, Villanova, Oregon, Eastern Michigan, Purdue, Cal, Virginia, Georgetown, Stanford, are some that sent men to Jr Nationals my last year, that I remember. But that was four years ago. Oh wait, I mean, four decades.
