Idk about that guy, but it looked to me like Nur pulled a complete a-hole move near the finish, drifting to his left to block the guy coming up on him.
What is it with some distance guys? There is no honor in that, at all. He wasn’t moving to find a clear path to the finish. It was disgraceful, chicken-shlt.
In all seriousness, if I was the guy behind and I was charging, I would have run him over. Same in every one of these instances.
If this type of shlt is legal, then it disfavors those with a better kick in the straight, which is ridiculous, as the point of the race is to be the first to the finish line, not to be the first to the finish line minus 80m.
I get having to find your path, but I also think there are legit and illegit ways of getting it.
I would DQ Nur in a heartbeat, for both impeding, and especially for unsportsmanlike conduct.

Sorry, “drifting to his right”, not left.
Clearly visible in the head-on, clearly unjustifiable.

It is against the rules to move and block someone from passing. Unfortunately, the officials never enforce the rule. They need to start DQing people so people will learn not to do it.
