Definitely is possible, especially in slower states. Buddy of mine ran 1:51, 48, and 4:18 in in Nike Zoom Rival S9s this year. At least one of those times would be the top time (according to athletic) in Alabama, Alaska, Arkansas, Connecticut, Delaware, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Louisiana, Maine, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Oklahoma, Oregon, Rhode Island, South Carolina, South Dakota, Tennessee, Vermont, Washington, West Virginia, Wisconsin, and Wyoming. That’s 38 states, and at least one of those times would be decently competitive for a state title in most of the other states.
The studies currently coming out of many institutions would say otherwise. To imply that the new designs in shoe technology has no impact on the performances we are currently seeing across all athletic levels is backed by "no real data" is an insult to the actual scientists doing research and also a grossly oversimplified comment.
I think it is about those times per a race when switching over . what we are finding is that kids who have those spikes recover significantly better they say after a hard performance and /or work out in the new spikes - my average hs athletes are about 2 seconds in the 800 but what is more important is the next day she is ready to do some decent running as in the past she would have calf issues after a good race or workout she no longer does - this allows for more training in a season … anyway, yes eventually it will impact state meets - in nys indoor almost every runner 600 up had them…
Here are some time comparisons for 10 years of NCAA indoor distance races. The numbers were pretty steady for 10 years, then a major change in the past year as shoes became widely available. Yes, there are other factors, but shoes are certainly a meaningful part of this shift in race times.

Spikes have always been expensive. Running lends itself to affluent people.
Even with the very high price of 'super shoes', this is not an expensive sport.
Yes of course kids are going to use them.
Every cent counts when you are low income. I know as I grew up poor myself. I did take a paper route to get the money I wanted, guess I grew up with better work ethic in the end.

Spikes have always been cheap. You can find a lot of decent distance models for XC for $30 or a bit more. They're a loss leader for running shoe companies.

Then no need to wear the shoes. Buy a pair of $30 spikes and should work just as well. But you won't. You'd rather spend it on a pair of $150-$200 dragonflys because you know they work. there's your data. I doubt there is a single state meet where 100% of the athletes lining up for a 3200 or 1600 aren't wearing some form of cheat spike. Ta da!

I recall some data that suggested that as much as they are an advantage, it is not going to help until you get so fast...? Or something like that. I agree the price point is negligible. About 50-70$ net for a whole season? Figure skates--1500-2500$ Hockey 300-750$ for skates. I willingly fork over 150 for cool looking shoes that my kids are into I guess. If you told me it was all mental, probably would still buy them. As a side bar, unlike the road shoes, with superspikes you actually have a major change in padding and cushion going from essentially zero, to quite cushioned. The road shoes are similar but the net diff is not the same. Imagine 10 yrs ago if we told you we could pad up the track spikes by 400% without slowing down? Some people need cushion. Im referring specifically to Dragonflys.
