Jewett was not DQd because he did not violate rules, and the initial contact was deemed part of racing. His coming down was not, per the rules, anyone's fault. Amos coming down was because his path was blocked. That's the difference.
I will buy that as an explanation to advance only Amos and move on.
Amos would have survived to incidental clip if Jewett didn't go down.
But there is no way they rerun this race if it happened in the final. Prelims have this built in second chance.
To analyze this further:
The final q was 1:44.30 from the second heat.
In this third heat, Tuka got the second Q in 1:44.53. He was not affected by this fall.
Adding Amos is saying Tuka would have possibly been passed by Amos and Tuka would have been out.
You can't remove Tuka. He finished 2nd and earned his final spot.
Does anyone think Jewett would have passed Tuka and held off Amos?
Jewett positioned himself nicely but Amos was gearing up to make another move (and that's what caused the contact).
If Amos waited a half a beat longer, Rotich would have cleared them both and Amos could have have chased him to the line.
