If the targets of the investigation are found to be engaging in illegal activity or acts in violation of their ban, then PI discovered evidence is fair game. Spouses, children, grandchildren, and uninvolved third parties should be left out of it and any evidence gathered of those parties destroyed.
Rupp and Salazar are public figures. Their family members are not public figures nor are they under suspicion. Providing these materials for dissemination and the publishing of these images crosses a huge ethical line. While the public figures have an expectation that their privacy will be compromised, their families do not. Rupp and Salazar will be fine. It is their loved ones that now must worry who is lurking, creeping, trespassing, gathering God knows what about their whereabouts and activities. Is it really ever over? How do you know? What assurances do you have? What materials were not published and what images are in the possession of unknown third parties? There is always going to be doubt, paranoia, and some fear for those innocents.
The act of private investigation is not illegal. Salazar has been held to account for his misdeeds. Rupp has not been found guilty of any violations. One has to ask why is a private citizen without any connection to the WADA / CAS matter pursuing a private investigation that justifies violating the privacy of third parties not involved? Further, why is Let's Run amplifying it?
This could be viewed as harassment, intimidation, or possibly an attempt at extortion. Those that ordered the investigation and those that seek to profit from it need to answer to those who have had their lives altered by these acts. To that end, I hope that the families bring suit to compel full disclosure for all parties involved in this affair: Who ordered it? Who financed it? What justified it? Who has the information gathered? What was gathered? Who published it? Who profited? And, finally, who used images, especially of uninvolved minors, without consent? If the courts grant damages as a result, then so be it.
