Let it Rupp,
You left off Brad Pitt's best: "Kalifornia." That scene where he humiliates the tough in the bar is unforgettable.

i. Looked, acted, and behaved like a man. This is probably the most important part. And unlike John Wayne /similar, he wasn't pretending
Here's my top 5 with Russell Crowe #1
1) Russell Crowe

3) Will Smith
4) Liam Neeson
5) Linda Hamilton
Roger Moore
Commando has one of the all time great movie bloopers. The spring board launchers when the grenade goes off launching the bad guys. They didn't even try to hide them. Check this out around 2:20 mark. https://www.youtube.com/watch?v=sBN1fpSw4A0

Another vote for Audie Murphy. When your life story is set to a movie called, " To Hell and Back" then you are the ultimate action hero. The other guys acted but Audie lived the life of a hero.
Also Christian Bale.

Hilarious 😆 I always thought that was a cheesy movie - they really needed someone else to play "Bennett." Lol

Definitely, remember when I was a kid watching it I just kept thinking that bad guy is a flabby mess, surely they could have got someone a bit fitter looking to fight Arnie?

I'm still voting for Tom Mix (and Tony the Wonder Horse), but Audie Murphy was the real deal off the screen. "To Hell and Back" is an okay movie, but his autobiography that it's based on is excellent and well worth reading.

I’d vote for Harrison Ford- the Jones and Star Wars franchises have cleared 100s of millions if not billions
Making the most money doesn’t make you the greatest movie star. Harrison Ford is one of the absolute worst actors of all time. Yes, he has been in many great action films. BUT, he suck as an actor. Always playing as if he is fully aware of the camera in his face
Jean-Claude Van Damme.
Bambi woods. Ain't nuthin finer.

You mean fat Freddie Mercury wasn't believable as a bad guy? Lol still the most quotable movie ever.
RONDA ROUSEY
Blink answer is Arnold with Stallone as a close second. Overanalysis answer based on what you asked for specifically is Sigourney, as she's one of the only action heroes nominated for an Oscar for the the actual action hero role - I know you said "Greatest Action Movie Actor" but I included actresses under that umbrella. Plus her role in Finding Dory was chilling.
This was fun to think about about - thanks!

Not to mention a Sabaton song.
https://youtu.be/RhmHSAClG1cNot exactly action heroes, but scary: Joe Pesci, Christopher Walken, Dennis Hopper, Willem Defoe, Jack Nicholson & Robert DeNiro.

I think that simplifies it and is specific to the topic.
Willis got Die Hard because Arnold and Sly passed on it. Not enough action for them. He basically hides and calls the police but does enough cool action to start building an action star career. And a ton of great lines.
“Welcome to the party, pal!”
The subsequent Die Hards had more action and stunts and he did Red, Armageddon, Expendables, etc.
I haven’t really watched Steve McQueen movies but from his resume I wouldn’t object to him being #1.
