There's a long history of failed coaches who were good athletes in their day. The reason is that they have difficulty separating what they did, from the present and project their subjective mentality on athletes who are totally different both mentally and physically.

Vigil was a football coach and he was great.
HS it does not matter if they were fast as long as they are a student of the sport and have learned proper training techniques and the approach to the sport.
I would say the same thing about college with the exception that a person that has run in the elite levels has contacts on that level, and might be less intimidated by those circumstances i.e NCAA championships, big national level invitationals, etc.
In my part of the country the only requirement for coaching high school xc or track is the ability to fog a mirror.
I think you'd be surprised with how good at coaching running you can be by reading about it and surrounding yourself with good assistants.
And for the knowledge of other events, you just need to read and talk to people who already coach it. You may not crank out world class athletes but you can have success.
