Just say no to immigration.
Let's go back a few decades. Name the sub-52.5/sub-1:55 400/800 U.S. high school teenager who did not get at least a partial D-2 offer because Peter Rono was a N.C.A.A. student-athlete? Name the sub-52.5/1:55 400/800 U.S. high school teenager who did not get at least a partial D-2 offer because Ed Cheserek was a N.C.A.A. student-athlete? If you want to ensure a U.S. athlete never wins Olympic gold in events 800m or longer, ban foreign talent. Be careful for what you wish.

Immigration and foreign student/athletes are two different things. You need to educate yourself on the differences between the two.

You are making yourself clear. Yes, many schools spend more money on football than they take in and probably many do the same with basketball. And yes, they need to make up that shortfall somehow but state schools CANNOT do it by using money they get from their state and its taxpayers. They have to find other sources. That's all there is to it.
You have yet to tell me those "other" sources. That is all I am asking - I am curious. You stated sources that are dry for schools outside the Power 5 conferences. Others have stated student fees which makes sense. Could student tuition & fees be used for other purposes that otherwise use state taxes? I know that they can't in budget actuality but in theory?
It comes from all the other kids that pay tuition to attend the school because of sports.... at a non power 5 school that is still good a sports many students attend that school for the athletics environment of tailgate parties, March madness bar scene and the like... actual money would come from a track track were there are 12.6 scholarships (less if you are a fully funded public school giving those scholarships out because an international kid costs you more money) that Men’s track team has 60 kids on it so that means 47.4 kids are paying tuition that wouldn’t have come to that school if not for track... same formula for all the other non-rev sports just different numbers based on scholarships allowances... also some schools with 30 kids on a track team may only have 2-3 scholarships.
