Does your employer not withhold payroll tax? Not paying taxes and not filing taxes are two completely different things. It is entirely possible that the IRS owes them money, although it you do not file in a timely fashion, you will forfeit your refund. The tax office knows exactly how much you have earned and paid from 'official' employment...you cannot hide that.
At the end of FY you either owe more tax (unlikely unless you had a second income, massive bonuses etc), or the tax office owes you (expenses, rebates etc)
You have a deadline to file tax to resolve this. Their are penalties for not doing it on time, but mostly overlooked if they owe you, or you have good tax accountant etc
It's in your interest to file the taxes, especially if you are expecting a refund or there are govt stimulus or social security cheques such as now.
It pretty much works the same in most 1st world countries now.
That the OP is in employment and doesn't know any of this, comes to a running board to question whether to dob her in, is the mind boggling thing here.

She is a major airhead, to the point we sometimes wonder if she's all there. When I asked her if she had done her taxes yet the day before tax day awhile back it was almost as if it took her a minute to understand what I was even talking about. She got a blank look on her face and after a moment said something like "We're pretty far behind." This combined with her saying neither she nor her husband got their $1200 from the government makes me think they they didn't file taxes last year either. How far behind they are is unknown, as is whether or not they have income withheld or not. I do know that their money management skills are atrocious though, to the point that it doesn't make any sense at all to me.
She's a horrible person on top of all this. I am not really out to get her specifically, but anyone not paying taxes is upsetting to me because they're being freeloaders. I'm actually very much for smaller government and in turn less taxes, but just letting some people not pay is not how it works. Society does not function unless people pay their taxes.

She said they are behind on their taxes, not that they were never planning to pay. That doesn't sound like there is a deliberate attempt on their part to evade tax law or misrepresent income or make a fraudulent claim. Those can be felonies that result in prison time.
If you think there is a crime involving significant amounts of money, then you should report it. For example, are they getting paid in cash or receiving significant income from sources other than a W-2 or 1099 that might not get reported?
If they are really a few years behind, it is safe to assume the IRS has already contacted them. People seldom get away with not paying unless they are destitute.

You do realize that taxes are withheld for most people with salaries and that most people get refunds, rather than owing something. I often didn't do my taxes. Occasionally I got audited. When that happened I claimed every deduction in the book over the max number of years I was allowed to go back.
During each time I had to meet with the IRS to dispute my audit, I brought in an entire dolly cart full of several boxes of receipts [intentionally to intimidate them]. I'd also make sure to schedule my audit right before the worker's lunch break. Whenever they asked for a receipt I'd pull out a new box, and say let me get that for you, then ask what day they wanted again, then pull out a massive file book just for that day. "Let me get that for you, sorry that was a busy day." Probably an hour into their scheduled lunch, they really started to just give me everything just to keep things moving.
Every single audit ended with the government handing me a check of nearly $50,000. After 3 audits, I never got audited again. Of course, they'd fine me a small fee for not doing my taxes but the amount they owed me after every audit must have started to look silly on their end.
The lesson here is don't assume someone who doesn't do their taxes owes the government money. It could be someone who just hates doing taxes, and doesn't mind the government taking a bit extra of their income to avoid doing them.

You mean that people can get their gross pay, spend it and claim they have no money for tax...I am not in USA but I doubt that is how it works.
Employers are mandated to withhold taxes from wages. You then file a return and either get over payment back or pay in under payment
The tax office already knows how much you earned in a salaried employment, they know whether you have filed and will come after you with more haste the more you owe them.
Cheating on tax is when you don't declare income, or claim expenses without proof.
