Does the guy like running? He could be a one in a billion talent, but if he'd rather play soccer than run races, there is no sense trying to get him to switch sports, unless he's motivated by the allure of success and isn't already a soccer super star.

There's tons of local college kids that run that fast and the best guys run in the 12s. Wouldn't call it 1 in a billion. He could be pretty good locally.
Most HS varsity runners who can run a 5k in around 15-16 minutes take years of training and work to get there

Plenty of guys in East Africa have a first race around that time. He got this fast by playing soccer for years. He has a good aerobic system, which responded strongly to the soccer training. Maybe he even does soccer training or extra running on his own. Most very talented athletes view practice as the minimum requirement.
You could run that fast too if you got serious about running instead of making every excuse you can think of to not join the club team at ucla and posting on messageboards all the time.
