That's not what Fauci says in the interview he gave with "The Street" conducted on June 12th (at 2:45 of Del's video). He clearly states the reason why he (and other health officials) discouraged masks months early was because they were in "very short supply" and wanted them "available" for all the healthcare workers to protect themselves against people who were infected with virus already in this country. So, the "same leaky drug store masks, and poorly fitted N-95 masks, do not do much to protect healthy people, and can have unintended consequences," would have been good enough for the healthcare workers exposed to infected people but not for the general public? ?.

Please stop doubling down on misinformation and ignorance, and expand your search for information back to original and complete sources.
Get rid of this false idea that the Street Interview said anything different than what they were saying back in May and April and March and months earlier.
For example, look at 60 minutes interview on March 8, before any widespread virus outbreak, when the risk of getting infected was small. He says:
"masks are important for someone who is infected, to prevent them from infecting someone else"
"masks are not providing the perfect protection that people think it is"
"often there are unintended consequences, people keep fiddling with them, and touching their face"
"when you think masks, you should think of healthcare providers needing them, and people who are ill"
"it could lead to a shortage of masks for the people who really need it"
You got one more thing wrong, it's important to distinguish between the various kinds of masks:
Leaky drug store masks are not good enough for healthcare workers exposed to infected people.
Healthcare workers need well fitted N-95 masks and comparable medical grade PPE.
The concern of PPE shortage for healthcare workers did not extended to leaky drug store masks or cloth face coverings.
The general public could wear leaky drug store masks and cloth face coverings, but this was not recommended (nor discouraged) as they do not offer much protection, for the wearer.
Furthemore, before mid-March, the virus was not widespread, and the risk of becoming infected was small.
They did not want the public to buy N-95 masks, because fitting them is not easy, and medical workers would run out.
