Draw six squares on the paper with a little gap between each.
Then start cutting from one edge and cut round each of the six squares until they all drop out.

You can do it with a single cut in a straight line. Start off by assuming you divide the 11" side by 3, you'll have some extra on the 8" side. Draw out the squares then I think you need 5 folds and you'll end up with a shape like a triangle with one corner chopped off (difficult to describe the folds needed). Cut down through apex of triangle.
I can show you better than I can describe it.
You're going to have to fold the piece of 8.5 x 11 a few times...and then initiate one cut.

I think you've got it right. Fold the paper in thirds on the 11" side and in half on the 8.5" side, in either order, so you have a folded up rectangle that's 1/6th the area of the entire paper. then do fold diagonally to create an approximate triangle, then fold the triangle down the middle to create another triangle. Cut the central apex of this triangle off in a straight line, parallel to the base. The the closer to the base you cut this straight cut, the larger the six squares will be.

What an exciting puzzle; I'll try to think about it for a little more time since I haven't figured out how to solve it myself yet. For me, such challenges are very interesting, as it pleasantly strains my brain and I can relax for a while in this way.
