How is that inappropriate? If we are talking appropriateness, I would say many/most female runners uniforms are more inappropriate than a shirtless man.

No. We should be allowed to put it out there a little. It's 2022.
If you’re unattached or running a road race, what’s wrong with running shirtless? Why don’t most guys do it?
Nothing wrong with running shirtless. The science suggests that running with a lightweight, light colored fancy fabric wicking singlets actually keeps one cooler than running shirtless on those particularly nasty hot and humid days. However, psychologically, some perceive that they are cooler when shirtless. Perception is super important.
As an aside, I don't want to rub up against your nasty sweaty shirtless belly on the start line. Who knows what kind of diseases reside on your skin.

Perception never trumps actual science.
People draw wrong conclusions from science. The average number of balls a human has is approximately one. People like you will think that most men have one ball and call it science.
1. In all events competitors must wear clothing that is clean, designed, and worn so as not to be objectionable. The clothing must be made of a material that is not transparent even if wet. The competitors must not wear clothing that could impede the view of the judges. Athletes’ vests should have the same color on the front and back. The size or number of logos on athletes’ attire shall be restricted only when required by the IAAF or USOC. This rule shall be enforced by the Clerk of the Course for track and road events and the Chief Judge of each field event. 2. In hot weather, an athlete competing in a Long Distance race (road, track, mountain, or trail) may compete without a top shirt. This ruling shall be made by the Referee with the approval of the Games Committee. 3. (a) A competitor may compete in bare feet or with footwear on one or both feet. The purpose of shoes for competition is to give protection and stability to the feet and a firm grip of the ground. Such shoes, however, must not be constructed so as to give the competitor any unfair assistance or advantage.
I would go shirtless more if I were faster. I have this idea that I have to be fast if I want to go shirtless. There have been a few times that I thought I was badass enough to go without my shirt and so I did that. Not that I was badass by any objective measure. Just feeling badass. But most of the time I don't feel particularly badass.
