It's fair to ask why he dominated, but it is rather limiting to think the only difference was drugs, especially, as you say, everyone was also taking drugs. We learned a lot about things Lance did in the USADA Reasoned Decision.
There were drug related things he was doing better:
- He was paying Ferrari a fortune to create a doping program that optimized which drugs to take, the dosage, and the timing, with respect to how Lance was training.
- This included things that other teams were probably not all doing, like transfusions in hotel rooms and on busses between stages during the tour.
But also non-drug related things he was doing better:
- Lance's victories were not individual, but a team effort. Among all his nasty traits, Lance was an organized and powerful and persuasive leader, surrounding himself with support staff and teammates all dedicated to his victories.
- This included convincing his "soldiers" to dope and motivating them to perform if he felt they were not pulling his weight, and deciding team orders dedicated to getting Lance his victories.
