It would be much better for them to expose him ahead of time than have to worry he is going to cheat at some other race before the challenge expires. This is going to be another one of those situations where he'll claim that no one actually witnessed him cheating, and so there is no proof of him doing it.
This is one of the reasons he keeps doing 5ks that are so far away, so that people won't recognize him. And if someone does actually see him cheating at a podunk 5k, are they actually going to report him to the RD? How often does that happen? Most people who see a guy cheating at a crappy little 5k would probably think "how pathetic," and let it slide. If they do report him, it's his word against theirs, and a lot of RDs would probably just back down to avoid drama.
