He certainly did win. I ran a 10k last weekend that was not even remotely local to him. There were 5 mats , count 'em, 5mats! After the race I was talking to a complete stranger and he asked if I noticed all of the "Rossi mats" on the course. Then We all had a good laugh at his win for sure.

Rossi got away with cheating, at least for now. That does not mean he won. Everybody knows he cheated. Some of his friends, co-workers and maybe even his wife know. I bet the loser never runs another marathon. He will blame injury, or that he fulfilled his goal or some other BS.. Just show us any race that makes 3:11 possible... The race committee looked at ALL the evidence, the USATF was involved in the decision, there has been an investigative team of the greatest running minds in history and no one can find one shred of evidence that can lead to a DQ. Anyone who thinks they will find any evidence is a fool. Do you know why? Because no evidence that he cheated exists. He has been exonerated by the race. They have closed the case. It's over.
