So if hundreds are doing it then why is this board targeting one guy? From what I've read he's cooperated fully with the investigation at least. I'm sure others wouldn't be as honest and open. I'm just standing up for due process here. He did what was asked of him and no wrong doing was found.

The buck stops with the RD and we have to deem him innocent. I don't know about others but I'm not all about hanging an innocent hard working guy. He cooperated fully and was cleared of wrong doing, not sure why some feel the need to keep up this witch hunt.
No, RDs do not always DQ even in cases of overwhelming or even eye witness evidence. One only needs to read Runners World latest article from last week or read about non-DQs at the Philadelphia Marathon where the RD virtually said we know the person cheated but we don't care. He WAS NOT CLEARED at all. If he was, the LVM Committee's statement would have been positive in that regards. Instead it said there was not conclusive evidence to prove a negative (which is impossible),in this case, that his time was inaccurate. If he was cleared or deemed innocent, then they would have unequivocally said that.
We know he is guilty, the LVM Committee and its Race Director knows he is guilty, the entire running community knows he is guilty, and although he won't admit it, Mike Rossi knows he is guilty. He won't even share photos he alleges shows him on the course.
