So looking at this millenium only, that 3s/mile differential happened only in the women's marathon, but that four times (five if counting Radcliffe's 2003).
Up until the Olympic, Hocker was an also-run without ever breaking 3:30. He wasn't even fast enough to eat dust of Jakob and Kerr, but came this Olympic, he'd become a world beater, taking 3 secs off his PB and breaking the OR. His progression didn't make sense. At least in Ruth case, she's always pretty good in the marathon. She ran 2:18 way back in 2018 and that was the 7th fastest time at the time.
But what about Rosa? I know you guys also love playing guilty by association. Fisher came from the BTC (Burrito Track Club). I don't know how he hacked the WADA with his new coach, but he's no less shady, association-wise.

How many Kenyan distance runners have tested positive and have been banned in the last 20 years?
Which country has more stringent and non-corrupt testing protocols?
Are you going to trust the Kenyan Athletic Federation (do some research), or USA Track and Field?

All that means they're strong WRs OR maybe the competition is weak as in women's sport, so there bound to be outliers when a WR is set.

Hocker's Olympic race was not an outlier for him. He had run several 3:30 races prior and PR'd at 800, 5000 a few weeks before, and set OT record beating Neguse easily. As far as place, he was 6th in the previous Olympics as a 20 year old, 7th at WC last year, 2nd at indoor WC this year. If he hadn't made the final it would have been a failure. If he didn't place top 6, it would have been a mediocre performance.

FYI, Lance tested positive 4x in July 1999, for cortisone. His 1999 samples were later retested, and he tested positive 6x for EPO, and two more were "suspicious", but below the criteria.

I disagree. Hocker was never in a diamond league fast race and I just don't believe Grant Fisher would ever cheat. But the recent marathon WR smells fishy
