UAE has long tried to use its oil money to buy everything that Europe and the US has so they can feel like they are something other than the backwards Middle East monarchy that they really are. They have a Formula One grand prix, tennis championships, golf tournament, horse racing and have been fighting with Qatar to attract other world championship events. Locals have very little interest in these events. They are just staged for foreign nationals to create an image that UAE is modern and on par with Europe when UAE is really very backwards and tribal. Thus, it is not hard to imaging Dubai striking a deal with corrupt Ethiopian managers to dope up a bunch of B team runners in exchange for some interference with IAAF testing. Even if someone gets caught, they are just B team runners and no big loss for their managers.
