That's exactly the opposite of what the article is doing! They are trying to subtly point out to the British public how suspicious it is that Mo goes there.
They aren't allowed to say Mo is doping or even insinuate it directly so they have to write back handed articles like this.
Yeah, I kind of thought that was possibly something you were supposed to read into it, but don't you think it's a bit too subtle for most people to get? I would think that so many readers harbor delusional beliefs about the purity of athletes of their own nationality, that they would just take the statement at face value - poor old Mo.
You see the same thing from the British governing officials for track & field, such as was the case in the Salazar investigation - paraphrasing: if Salazar is found to have been engaging in illegal practices, then Farah needs to distance himself from the NOP, lest his good name be tainted by the wrongdoing of others who happen to be his coach and teammates.
