From a document found on WADA's website, the Kenyan Anti-Doping Task Force reported a significant increase in positive tests starting in 2012, long before the creation of the AIU, ADAK, and the Nairobi lab, and their classification in Category A.

This also syncs well with the leaked IAAF blood data where Kenyan blood doping suspicion was below the worldwide average in the years 2001-2012, using an off-score which detects blood doping for many weeks after interventions have stopped.

The Coolsaet tweet was for OOC blood testing conducted by the IAAF. No-notice OOF urine testing has been happening as far back John Ngugi in 1993. In competition testing is the same for all athletes. According to WADA annual reports, most positive tests by far have always come from in-competition urine testing.

If we think that 2% of tests come back positive, it should be no surprise that doubling the athletes tested will double the positive tests. This will be true for every country. In Kenya, these busts also include unintentional doping arising from the athletes/doctors not understanding the athletes' anti-doping obligations before receiving routine treatments for common ailments, something WADA told us in two separate reports on Kenyan doping was a significant concern.

So the question remains, did Kenya have a widespread doping problem before 2010? Before 2012? Is this just a conspiracy based on myths, or is there any real evidence?

You really highlighted a bad example to try and argue your point - John Ngugi point blank refused to take a test when the testers arrive at his home. That shows you the attitude towards testing in Kenya back then.

You presume too much about Kenyan attitudes.

This was due to a failure in communication by the Kenyan Athletics Federation, failing to inform the athletes that unannounced OOC urine testing would be starting. Ngugi appears to be the only case, and this was rectified long before 2010.

That recent doping bust really ticked me off. I'm not marathon obsessed but I know many people are. To have a 2 minute marathon world record cheat totally changes the game, IMO. I was out of town and have no idea what the discussions have been regarding potentially removing that record or handing out penalties.

IMO, it should be a track version of 5 for 5. If Kenya wants a marathon entrant in the Olympics, world championships or any of the marathon majors, they have to pay $5 million up front for each entrant for the next 5 years. The money will be used to upgrade and sophisticate anti-doping measures and facilities, including mandatory biweekly testing of every Kenyan track athlete.

I don't think that criteria can be argued as too strict or too lenient. And if a $5 million Kenyan subsequently tests positive, the program resets to 10 for 10.
