I'm going to be traveling regularly to Puerto Rico for the next few weeks. Right now, I'll be staying in the Miramar (?) area. Any recommendations for places to run? I see a few tracks; are they open to the public? Thanks!!

random 200-800m sprints over mixed urban terrain for your life/wallet as the muggers come for you I think are best
If you can drive to Caguas, Monagas Track is always good. There is a nice track in San Lorenzo too, quite a drive away from the big city, but nice track to unwind. In the metro area, Torrimar or Parque Central will do. Stay away from La Perla and ANY caserio, they are like that neighborhood used in the movie Candyman. Or you can go to El Morro and jog in the grass there. Good luck!
