It's a relative to how competitive the school is and how many scholarships they have to give out.
There are some horrible D1 schools. There are more poor D2, D3 and NAIA schools for xc/track.
I personally know an NAIA school that recruited a 17:50 5k guy (I coached him in high school.)
Personally I went to a very large but poor D1 school with sub 4:20, 9:40 and 16:00 on a 50% scholarship.
And this school wasn't even fully funded (12.8 scholarships I think for D1 track athletes).
There are some programs that will only give PARTIAL scholarships to some of the nation's best because they are already that competitive.
Personally I know of a program that had All Americans that werent on full rides.
Again it is all relative and varies greatly from program to program and between divisions.
You can be slow and get a full ride or you can be really fast and be a walk on.
