Grays Lake is a huge spot for walkers/ runners and is on the southwest side of downtown. Its a two mile paved loop around a lake. Saylorville lake has a good trail along it as well. The area has a few greenbelt trails and rail to trail conversions that make for great biking and running such as the Clive Greenbelt Trail. As far as Tracks to do workout on, I'd assume the local high school tracks would be open for public access. The closest to downtown would be Des Moines North and Roosevelt high schools. If you want a nicer track go to Urbandale or Valley High school on the west side.
