Does your clock start if you're just going to a junior college for the first year?
Yes. If you compete in uniform for the school, you use a year of elgibility.
NCAA D1 rules are the most strict. You get 5 continuous years to use 4 years of eligibility starting when you first enroll full-time. If you know what the 4-year school is that you intend to transfer to and graduate from, contact the athletic directors office for further guidance. The rules get less strict for D2, D3 and NAIA, and you can petition for an exception if you are injured, on a a religious mission, etc.
