they have bodies that are adapted to less calorie intake. if a regular human is a horse, a samoan is. mule . so naturually they bulk better where there is a food surplus, take wonderfully to weight training. However the Rock notably did not compete in MMA. Bulk isnt everything, a mule still loses when it races a horse. Anderson Silva still had the advantage when he moved up to 205. You have to adjust that strength to the advantages of having weight to counterbalance, and less range of motion.
The standard of weightlifting is very modest at CWG. The NZ Tongan male SHW winner would not even have won at LHW in the last World Champs (despite the fact that quite a few prominent country (Russia, China, Bulgaria, etc...) were banned).
When was the last time you saw a member of the C'wealth win a medal at World or Olympic level???

Depends on the mule and the horse actually. There is racing mules and Clydesdales for example.
