Grad student now, I still follow the sport and sometimes I see some of the runners on the team around. Would it be weird if I went up to one of them at a certain point and wished them luck at NCAA XCs?

No. When I ran in college, I loved it when I found out someone cared about my season, my team, and just the sport in general. As our sport goes mostly unnoticed I think runners have smaller egos than other athletes. Wish them good luck.

Think about it... if you had a big race and someone you didn’t know went out of their way to wish you luck, would you be upset? Of course not. Probably would brighten their day a bit.
What about if I recognize 1 or 2 of the runners on the team but don't recognize the ones they are with (who may or may not be runners, and may or may not be running at NCAAs)? Would it be awkward then?
No, I think it would be awesome and very, very welcome. XC gets so little love.
Couple years ago I was at a competitive mile race in Michigan. I was running the 10 mile the next day. Was walking by a couple kenyans before the mile race. Asked if they were running the mile. One was so I wished him luck. He proceeded to tell me that he didn't need "luck" because of how he trained and how good he was.
He finished next to last.
Of course it's fine. You just say hi...are you on the xc team. You look familiar from the school website. Good luck this weekend...and take it from there. I would have appreciated that from one of my classmates.

I just finished grad school at Syracuse. One of their top guys was in a few of my classes and we frequently talked about running, and I always tried to remember to wish him luck before big meets.

You're asking if it is weird to talk to another human? You are really supporting the nerdy, anticonfrontational, weak, and socially inept distance runner stereotype. I assume you are around 24 years old. You haven't learned how to socialize yet?
You male? They female?
I’m a D2 female runner. Our coach explicitly told us not to visit LetsRun forums.
