They would not have adjustment times for OT tracks if adjustments could not be made for those marks. You are aware of the adjustments for 200-Banked and OT tracks, right; if not, just google it and you will see what the factors are (biggest for 200m, attempt to equalize for the different track configurations).
Yes. 200m banked = 300m tracks for conversions. There are a ton of 300m+ tracks now, especially in the Midwest. Washington, Iowa State, Colorado, Notre Dame, GVSU, SVSU, Kent State, Akron, Kentucky, Spire, Youngstown State, Vanderbilt.
