Perhaps you should look at the FCS, Division II and Division III. They all have brackets and yet are not as popular.
Oh, wait D1 has brackets with 4 teams. I watched all 3 games last year.
if there were a championship, we'd have losers. Chubby people don't like to be losers, thats why we invented football. With enough bowl games, everyone is a winner, or at least a runner up. Any team that wins more than 1 game should be in a bowl. And they should all be treated very seriously, like every single one is only a step down from the national championship bowl and they should be sponsored by fatty foods like Tostitos.
It won't change for the next 9 years because ESPN has a multi-billion dollar contract to broadcast the CFP through 2025.
Hollywood TV executives makes sure D-IA has pretty points so that USC gets on TV.

But why would they when they get billions for the 4 team CFP and who knows how much for all the other bowls as well.
Every time a "mid major" finds a way to have a chance at a national title, they change the format to insure they are kept out and only the "elite" teams are in. (especially those teams coached by former employees of the ruination of all sports watching enjoyment)

I am under the impression that the contract is not between the NCAA and ESPN.
Also, I doubt either side can just cancel the contract without some serious penalties.
I think ESPN would LOVE to expand the playoffs to 8 games although I am not keen the idea myself. It is the college presidents that are against it for the most part.
If both sides want to change it, they can negotiate a new contract. I think ESPN would love it. College presidents are against it though. Might change their minds if enough money is on the table, but that is a big issue as cable and satellite TV subscriptions are going down with cord cutters. ESPN makes a ton of money off non-sports fans subscribers fees. Read Clay Travis to get an idea of the numbers.
Not sure where the money is going to come from to pay higher rights fees.
Little by little, ESPN has gained broadcast rights for almost every college bowl game. They used to be divided up among the networks, but last year, I think all but 1 or 2 were on the ESPN family of networks (including ABC). Sure, the CFP would be the big money maker for ESPN, but I imagine all those other bowl games that stretch over 2 weeks during the Christmas school break have got to bring in lots of money too. If they expand the CFP to 8 or 16 teams, I imagine it will diminish the other bowl games.
