Don't generalize...there are good programs at every level. Becasue of rules and funding DI and JUCO have the edge in terms of scholarships (and are the most affordable), and on the whole DI far and away has the best talent and most gear.
But there are DI programs that have very little talent and buy their own shoes as well.
Figure out what kind of school you are looking for in terms of academic programs and degrees, finances, athletics and location and pick five or six that are a good fit. Then contact coaches and go from there.

These rankings obviously did not give 2 sh*ts about academics. Isn't that the point of college?
D1, D2, JUCO, D3, NAIA.
NAIA has scholarships, but D3 doesn't. D3 is still ahead because many NAIA programs have bad coaches and very little funding, plus the depth in D3 is much better.
