I don't think awarding a team title on the basis of a state (or national) championship team scoring works well in track. The conference level seems to still work well for team scoring. Dual, tri, quad can be pretty interesting as well, but one or two great athletes can too easily match a solid team when you get to a large championship meet.
This is why states should have a true team meet like Minnesota. Each team enters 3 athletes per event. Winning athlete in each event gets the number if points of people entered and so on until the last athlete scores 1 point. This way every athlete scores points.
