Maine (viz: Lewiston) has had issues with all the Somalis flooding into the state, for one thing, that and the economy up there is limited: Tourism in the biggest industry.
Maine, whether you know it or not, is one of the poorer US States. I recall recently articles in either US News or Forbes listing it in the lowest 10-15 states in that category.

Where I'm from I had the opportunity to run things for a little while. For data collection purposes I think it's very effective to isolate and record data on certain undesirable groups by socio-economic or ethnic status. Once you come up with a final solution to dealing with these groups, having this data in hand makes implementation of said solution that much easier.

While we're at it, parents whose kids get special education benefits that cost extra money, could wear a different symbol. Or how about elderly who get medical benefits of some kind.
