I'm pretty sure what they mean by a "dual use inhaler" is what my allergist calls a maintenance inhaler like Advair (used by Galen and Lauren Freshman and probably Cam) or Qvar (used by hobby joggers like me; it's similar to Advair but less expensive). They call them dual use as they contain both a gulcosteriod and a long-acting beta2-agonist. You don't need a TUE for it but you did before 2010. That's why the article says:
"The dual inhaler used to require a medical exemption but the rules changed in 2010."
Note you *do* need a TUE for a glucosteriod you take via pill (like prednisone), but Inhaled you don't (go to the WADA drug website and read rules if curious).
Asthma is more common in athletes because of the amount of breathing unfiltered air just like it's also more common for workers in areas where there is heavy pollution.
The asthma discussion is really interesting to me. I have a family history of bad allergies and asthma. Growing up I never had trouble until I moved to Portland and started running more. The pollen count in Oregon is very, very high. On long runs I would always get a lot of mucus in the back of my throat. Then one day I had a very bad allergy attack and asthma attack after running in a local park requiring so much prednisone it gave me shingles from suppressing my immune system. Since then I've been on Qvar morning and night and daily antihistamines.
Maybe they should stop training in Oregon. It sounds bad for their health.
Is there as much Asthma in Jerry's group? Derrick said that he had asthma when he was 3 y.o., but is ok now. Does Jerry's group also train in Oregon?
In 2008, heading into the Beijing Olympics, Haile Gebresillasie reportedly turned down the chance to represent his country(Ethiopia) in the marathon since he claimed he has asthma and there was too much pollution in Beijing. This was the first time, in over 15 years the emperor had been a top runner, I heard the great emperor suffered from asthma. And now we have this NOP drama, with most of its top athletes suffering from asthma or rather on asthma medication. I am a great fan of the emperor and feel that he really is the G.O.A.T. but could his asthma be as a result of unknowingly using some of the stuff which induced asthma but were given him cleverly with the aim of boosting performance? Just wondering! I know we may never know and it could be that even the great emperor himself may never know. I hope this investigation gets to the bottom of this.

Yes Jerry's group trains in Oregon. They share the same building and facilities as NOP.
