Yeah, because showcasing your country in an empty stadium would be really good. Eugene will have an amazing atmosphere and host an insanely cool event. There is no other place in the US that could host anything close to the even that Eugene will.
Size doesn't matter in this context, how the event is staged does.
Given the susceptibility of these decisions to influen$e and corruption, I wonder what went down to make the IAAF break procedure like this.
It's a good thing that it is being hosted. I am worried that some shady goings-on occurred for it to turn out the way it did...

Overall, I'm wondering who got paid off and who did the paying for this to happen. And where the heck are they going to put the track? Convert the football stadium? There isn't enough room in the current space around Hayward Field for outward growth for a big stadium, unless they knock down a few building.

I'd guess it was a combination of:
1) money
2) Eugene presents a stable back-up option for 2019 if it's looking like Qatar's plan for the event goes pear-shaped.
Earlier this year in swimming, Guadalajara, Mexico bailed on hosting the 2017 World Aquatics Championships, and instead of going back to the beginning with rebiddng, FINA awarded the event to Budapest, Hungary, which had been set to host the 2019 version of the event.
If you've got a worst case with Qatar, easier to have your designated alternate option just have to speed up their timeline rather than rebid and have bid & organizing committees try to come up with something fro mscratch.
