Your math is terrible. Their #1 guy ran a 17:49 6k. That is 14:51 5k pace for just over 3.7 miles.
And Wisconsin had nine guys run together in 18:22, a number of whom looked like they could have easily done a fair bit better. I doubt Penn State will be top-3 at Big Tens. Of course, that is why the actually run the races...

I was at the Badger Opener yesterday and the big guns for the Badgers weren't racing close to all out. The lead pack included 4 freshman—Mick and Gavin are going to have some difficult redshirting decisions to make.
