I know a kid who runs DIII and he had more days off than days running during the summer while coming off of an outdoor season where I think he didn't break 4:15 for the 1500. He ended up running almost 26 flat for 8k (sub 16 5k as well) a few times. I'm not sure what you consider GOOD but I've seen people perform better than most with less than ideal summer base.
first stop working tooo hard, perhaps that's why you've been injured. Yes you could still have a good season. Relax, don't put too much pressure on yourself especially in the summer.

Missing 3 weeks out of a 10 or 12 week summer doesn't seem like that big of an issue. Just make sure you don't try to make up for the missed weeks by doing 10 weeks of mileage/workouts in 7 weeks. Also don't count on having great races in early/mid September.
