We have emergency laws now and they change a lot so it took a while to examine this case and I am not a lawyer.
Breaking these laws gets you a fine, 500-5000NIS (140-1400$).
You are allowed to go outside for food/medicine/law/permitted work. Other than those you can go for "A short time, up to 100 meters from residence".
when the law "don't go to work" was issued, people treated it as a holyday, the beaches and parks were packed.
So all the parks, playgrounds, beaches are now closed. Policemen chasing people in parks is all over the news.
The OP brokes laws 2 and 6(2):
2 is probably being more than 100m away from home.
6(2) is "a policeman can prevent a person entering a place..." basically prevent you from entering a park for jogging.
My guess is OP was away from home and near a park. The cop told you "promise me..." practically begging you not to break the law !

Containing the disease has been very effective here, very few dead.
I've been running near home with a mask on.
It's no fun ,but better than running on the porch.
Tried that, It's no fun either but better than being injured.
