Plus, if they had been in that association for three years (like the rule you cite) then they are grandfathered into the club/association and it is valid anyways, no matter where they move to.
My address is not located in the region for the association where my club is based, and I -- along with a lot of others, it seems -- got the following email late last night. I've been in the same situation for previous Club Nationals and I've never gotten such an email before, so it seems they are taking it more seriously this year, for whatever reason.

If you are receiving this e-mail, it is because the address you used in entering the Club XC Meet on Saturday is not located in the same Association as the club team you are listing as your affiliation.
This meet was designed for and has achieved remarkable success being devoted to local groups where athletes are actually in close enough residential proximity to train together. It has specific rules to prevent recruiting and fielding "all-star" teams, which would make it generally more difficult for true local clubs to achieve success.
There are two exceptions to living outside the club’s Association:
1 - if the club’s address is located in a metropolitan area which has population in a neighboring Association, and you live in a neighboring Association in that metro area.
2 - if you moved away from a residence in the Association of the club after you had belonged to that club for three or more years — as reflected in your continuing USATF membership file as your affiliation — and have not stopped representing that club, you can continue to represent that club.
We do not have time to research the dozens of athletes in your situation. So you need to tell us if you fit one of the above exceptions, or if you feel there are other extenuating circumstances which should be taken into consideration. When you respond to this e-mail, please "reply all" so that the other two panel members on eligibility decisions get your reply as well as me.
YOUR RESPONSE TO THIS E-MAIL MUST BE RECEIVED BEFORE YOU CAN BE DECLARED AS A SCORING MEMBER OF THAT CLUB. Your packet will not be included with the team packet until we can get the information we need to make a decision. You will be able to compete on Saturday — this is about scoring for your team!
