It was a strategic decision to keep her out of regionals. What source do you have that says she is not running tomorrow?

She was kept out due to back soreness which she has had scans and an x-ray on . I wouldn't call that a "strategic decision".

Its a race time decision. She has missed two weeks of training and looked bad jogging the course.

Yes, one and the same.
Even if Fiona finishes a few seconds ahead of Ella Donaghu as she did when she won Pac-12s and Regionals, Stanford still finishes 3rd behind AR & BYU.
Indeed, BYU & Stanford ran so well that they each could have won several past NCAA meets since NCAAs went to the expanded field format in 1998.
