Because they were investigating him for years. They have text messages, phone records, voicemails, witness testimony, whistleblowers and there was no EPO. If you could read, you would have read the report and understood the allegations. .
Reading is for sheep. You are a sheep. You're good little boy who believes exactly what you are told to believe. That's cute.
Why would Alberto be banned for four years for experimenting within the legal limits? Why would he experiment on determining the detectable levels of testosterone if his only intent was to remain on the sunny side? Why would he be banned for conducting experiments on non-athletes who are free to do as the choose?
Furthermore, do you not agree that it is clear that USADA has no intent to ban high profile athletes who get caught red handed? The Jama Aden cases proves their stance. The Jama Aden case also proves that athletes can take a cocktail of highly effective drugs and never fail a test.
Now, can you combine the two cases and see that perhaps there's a lot more to the situation than some cutesy little piece of official reporting brought to light? Can you not see that big money is involved here? Can you not see that those whistle-blowers and accusers also benefited from Alberto, and had to frame their accusations very carefully in order to not implicate their own careers? That USADA had to choose their actions and wording very closely to avoid the legal might of NIKE? That regardless of what they found (as in the Aden case) no action would be taken against athletes? That having a group of multi-national athletes makes the whole thing sticker from a legal perspective?
That report is a very cute document. It was crafted very carefully in an attempt to explain a ban, and would hopefully result in minimal legal repercussions.
That's how the world works. There's always some cute little explanation. Real citizens question everything they're told.
