She is definitely still deciding. Kate Grace is also accepted but not declared for both the 800 and 1500. Most likely Shelby will declare for both but only run the 5k if she either loses the 1500 (She wants to defend her title) or doesn't make the team (highly unlikely) . the 5k is a safety. Jenny Simpson has done the same (declared in both the 1500 and 5k, and will most likely only run 5k if she doesn't make the 1500 team, again very unlikely but rather be safe then sorry).
Kate Grace on the other hand has a bit of a tougher decision to make. She did run her fastest 800 time (since 2016, they year she won the US trials in the event) and beat Houlihan at the sun meet. No way she will run both 800 and 1500 but makes you wonder how much faster can she get in the 800 as she has touched much speed in her training yet and the 1500 background gives her lots of strength to handle the 800 rounds.
