Apparently hasn't got much to do with Kenyans catching cheaters, but rather the new WADA lab and the ABP.
Kenyan athletes still being given 24 hour text warnings and allowed to pay tea money bribes, but now that testing is at least up to maybe 10% of Western standards, Kenyan cheats are getting popped at an ever increasing rate.
Joyce Chepkirui won the Prague marathon a few years ago and set the course record. I think it was broken this year by that amazing Kenyan 'Israeli' runner who was running 3 hour marathons just a couple of years ago.
