It's an invitational sponsored by Nike, and so not being a Nike athlete is one reason not to be invited. That factor by itself is not decisive, but it matters.
By the way, he was in Marseille on July 2, finishing 8th in the 1500 in 3:37.92. That was his first competition in about 3 months (since Carlsbad 5k, in early April).

How is his citizenship coming along? What has it been like 10 years working on that now? You would think his agent would make that his #1 job but guess not
