Yes, Bernie won the popular vote in Iowa by 6,000 votes.
Had the rules then been followed, he would have been awarded the most delegates.
However, he wasn't, because the rules were not followed, and Buttigieg's campaign played a part in that.
My understanding is that the delegate count is gradually being corrected, with great resistance from the DNC.
What we want is for the rules to be followed.
But cheating and not following the rules is not following the rules. Only following the rules is following the rules.
