I don't think so. Those splits are fairly well paced.
On the day probably not. While it's not technically perfect, that's pretty darn close and I think you could maybe eke out a second out of laying back a bit less on lap #3.

If you want to break 4:40 you can’t go out barely under that pace. First lap has to be 66/67. Gotta give yourself a chance to break the barrier and some real estate.

No, the pace should be as even as possible. El Guerrouj's WR splits were 55.6, 56.0, 56.3 and 55.2. Bekele's 10000 record splits were 13:08/13:09.
