This isn't entirely true - Patrick Johnson of Australia has no recent Arican ancestry. Also, I bet some of those sub 10 men aren't primarily of African descent, but are 50/50 african european.
Explanation for the logically challenged:
Poster A said that 70 of 71 sprinters before Lemaitre under 10 had primarily west African ancestry, which means that there was one who was not of such ancestry. Poster B says it isn't true that 70 of 71 were of west African ancestry because Patrick was not - which is clearly the one to which Poster A was referring.
