The process of creating a Galen Rupp is more than most athletes/coaches want to go into. For the sake of the arguement lets put the doping allegations aside for the moment. Essentially we took a generational High School Talent; gave him a world-class coach with a well structured, long-term training plan; surrounded him with elite training partners; and all the money Nike could offer. Is it really a shock that he's turned into one of the best runners in the world? He's had the same coach writing his workouts for 15 years. I'm pretty confident that if you gave Jerry, Powell, Gags, Tinman, or any other elite US coach a blank check and two decades, they could turn an all-time great US high school distance runner into a medal contender. But thats a lot to ask of everyone involved. The key to your question is the "if things are done right" part.
