Of course everyone can. Isn't that public knowledge?
For example, blood doping can still not be detected directly. There for example, one has to limit the dosages to 200 ml bags. Otherwise one risks getting labeled likely doper, which however doesn't really matter either.
How one can continue using Epo despite potentially daily testing, is also public knowledge.
This system becomes unfair though if there is no testing, or bribing. Then you can go hard core, and use 2x 500 ml blood bags a couple of days before an important race (as in the last decade).
